From 19 September to 21 September, the Forum on “Culture and Tourism Tasks” of Full Revitalisation of Northeast China and the First National Conference of Sino-foreign Collaborative Institute Alliance in Business was held in Dalian, Liaoning Province (hereinafter referred to as the Forum). This is to thoroughly implement the national strategy for revitalising Northeast China in the new era, actively serve and align with the new development landscape of the tourism industry, and promote the deep integration of tourism disciplines with international education. The Forum was hosted by Dongbei University of Finance and Economics and supported by Tourism Tribune and the Chinese-foreign Joint Education Committee (CJEC).

Professor SHAN Yanguang, Vice Dean of SBC, was invited to attend the Forum and delivered a keynote speech titled Localisation of Higher Education Internationalisation: Essence, Elements, and Limitations — Exploration and Practice of SBC-USST. His speech focused on three key topics: the origins and essence of localised internationalisation, Sino-foreign cooperative education and localised internationalisation, and the challenges of localised internationalisation and corresponding solutions. Professor Shan first introduced the origins, definition, and objectives of the concept of localised internationalisation, as well as the key initiatives and outcomes around the world. He then analysed the current state of Sino-foreign cooperative education in China and the significant achievements in recent years. He systematically explained the six fundamental elements of localised internationalisation—curriculum, student structure, academic staff, management structure, quality assurance, and policies and regulations—and discussed strategies for advancing these areas. He also pointed out the challenges of localised internationalisation and explored its limitations in higher education.

The Forum featured multiple themed sub-forums and roundtable discussions, bringing together more than 150 experts in cultural tourism industry and the education sector, leadership from Sino-foreign cooperative education institutes, members of Sino-foreign Collaborative Institute Alliance, representatives from government departments, industry associations, and enterprises from more than 20 provinces and cities nationwide. Discussions focused on topics such as full revitalisation of Northeast China along with cultural tourism innovation and development, high-quality development of the cultural tourism industry in Northeast China and talent development in cultural tourism, AI along with the construction of Emerging Business as a discipline, its impact on business research and its challenges and opportunities for business education, the development of localised internationalisation in higher education, high-quality international talent development and how internationalization can support regional economic development.

This exchange and mutual learning with experts, scholars, and peers from Sino-foreign cooperative education institutions provided valuable insights for SBC in further cultivating application-oriented business management talents with international perspectives and cross-cultural capabilities. It also offered new ideas for the development of the College’s Business Management and Events Management.
