On the afternoon of 25th July, the first 2025 SBC Management Council Meeting was held at Fuxing Road campus of USST. The Management Council members from USST including Professor ZHU Xinyuan, President of USST and Chair of the SBC Management Council, Dr CAI Yonglian, Vice President of USST and Dean of SBC, Professor ZHANG Hua, Vice President of USST and the members from UK partners including Professor Robert Anthony Cryan, Vice-Chancellor and Chief Executive of the University of Huddersfield, Dr Aileen Jones, Pro-Vice-Chancellor of Liverpool John Moores University attended the meeting. SBC Executives also presented at the meeting. President ZHU Xinyuan chaired the meeting.
President ZHU expressed his gratitude to SBC’s UK partner universities and NCUK for their support and contributions for the internationalisation of the College out of concern. He pointed out that since the last Management Council Meeting held on 6th December, SBC has made progress in all aspects and made remarkable achievements. Firstly, the College has improved the structure and quality of freshmen this year by reforming the enrolment policies for free entry students. Secondly, it has made remarkable success in talent cultivation. The student team achieved historic results at the 2025 China-U.S. Young Maker Competition Shanghai Division Finals, winning one Grand Prize, one First Prize, and three Third Prizes. The Grand Prize winning team will represent Shanghai Division at the National Finals in Beijing. Thirdly, it has strengthened cooperation and exchange. SBC actively introduced overseas educational resources by carrying out cooperation in joint cultivation, international summer school, teacher exchange, student study tour, quality assurance, etc. Also, the College took the initiative to go global to explore innovative management models by building an exchange platform of Sino-foreign cooperation education, providing useful experience for sister universities and colleges.
President ZHU stressed that SBC was distinguished as a “National Exemplary Institution for Chinese-foreign Collaborative Education” in the 2025 ranking by Chinese-foreign Joint Education Committee (CJEC). This represents high recognition of SBC's educational achievements, while also establishing a broader platform for its internationalization development. It marks a historic milestone in enhancing SBC’s global engagement. All the achievements SBC has made are impossible without the great support from its UK partner universities. Looking forward, he hoped that both sides will continue to build on our strengths and expand mutual collaboration to promote the next high-quality development of SBC.

Dr CAI Yonglian introduced Professor ZHANG Zheng, Vice Dean and Acting Executive Dean of SBC, to the Management Council members. Also she was grateful for Professor SHAN Yanguang’s great contribution to the College during the last four years as Vice Dean of SBC. The Management Council members expressed their heartfelt gratitude and warmly welcomed Professor ZHANG Zheng. They all looked forward to promoting high-quality development of SBC with the College Executive.

The Management Council members heard the work report from Professor ZHANG Zheng, regarding the progress and practice in international communication, collaborative education, social reputation, talent development, teaching staff management, free entry student recruitment and academic progression of SBC during the first half of 2025. All the members acknowledged the report positively and had a thorough discussion about international recruitment, free entry programmes, academic support system, employment and progression instruction, teaching staff management, educational quality assurance, management system optimisation and more. Professor ZHANG expressed his gratitude to all the leadership and colleagues of both sides for their support and care and said that SBC will promote its internationalisation of high quality by further improving student exchange, staff visits, collaborative science and research and more key aspects.

The Management Council members unanimously commended the achievements and progress of SBC in free entry enrolment reform, freshman structure improvement, teaching staff construction, innovation in academia and research, mutual study tour, academic performance and international collaboration. It is hoped that both sides will take this conference as an opportunity to pushes the high-quality development of SBC by deepening practical cooperation and pool complementary resources. This Management Council Meeting infused new vitality into SBC’s development in all aspects. SBC is committed to further improving its international education quality and level, making the best of its unique educational mode of 1 to N Consortium model.
